中新网南昌5月17日电 (熊锦阳)5月17日，江西省自然资源厅举行新闻发布会，介绍《江西省城镇开发边界管理实施细则(试行)》(以下简称《实施细则》)的相关情况。《实施细则》中明确，江西省将围绕城镇开发边界内外建设活动管控、边界调整与局部优化、边界实施监督等方面，加强和规范城镇开发边界管理。
据江西省自然资源厅办公室主任吴欣介绍，城镇开发边界是在国土空间规划中划定的，一定时期内因城镇发展需要可以集中进行城镇开发建设，完善城镇功能、提升空间品质的区域边界。
2022年10月，自然资源部批复江西省启用城镇开发边界划定成果。2023年10月9日，自然资源部印发《关于做好城镇开发边界管理的通知(试行)》，对城镇开发边界的管理作出了原则性要求，提出省级层面要根据文件要求制定城镇开发边界管理的实施细则。2024年4月3日，《江西省城镇开发边界管理实施细则(试行)》正式印发。
《实施细则》分6章，共32条。明确在城镇开发边界内采用“详细规划+规划许可”的用途管制方式，保障城镇建设依法依规开展。实行新增城镇建设用地分阶段控制，避免“寅吃卯粮”，为未来预留发展空间。引导城镇建设集中布局，明确在城镇开发边界外不得开展城镇集中建设，推动城镇开发边界内节约集约用地，进一步规范城镇建设用地管理。
同时，明确在市县国土空间规划实施期内，可基于五年一次的规划实施评估，经原审批机关同意后开展城镇开发边界调整工作。可结合规划定期体检，在不突破城镇建设用地规模和城镇开发边界扩展倍数的前提下，开展城镇开发边界局部优化工作。明确城镇开发边界更新维护机制，实现边界动态管控。
此外，依托国土空间规划“一张图”实施监督系统，《实施细则》要求加强对各地城镇开发边界实施、监督、评估、考核、执法等全生命周期管理，及时预警、强化监管，切实发挥城镇开发边界底线管控作用。
吴欣表示，城镇开发边界是国土空间规划与用途管制中重要的“三条控制线”之一，纳入国土空间规划“一张图”实施监督系统，作为国土空间用途管制的重要依据。城镇开发边界具有优化城镇空间布局、保障产业落地实施、防止城镇无序蔓延的重要功能，对促进经济社会发展，推动新型城镇建设有着重要意义。(完)
